大学章程建设问题研究

十九大立足于坚持和发展中国特色社会主义全局而提出了"四个全面",其中落实到高校治理中,就是实现依法治校和依法治教,促进高校健康有序发展。大学章程是学校内部治理的规范,是依法治校的基础、民主管理的前提,也是连接学校与社会、大学与政府之间的纽带。当前,我国的大学章程还存在着制定主体模糊、内容笼统、缺乏监督机制等问题,高校应当明确制定主体的关系、制定科学的大学章程并且完善监督机制,促进大学章程的完善与发展,推进依法治校有序进行。

Based on the overall situation of upholding and developing socialism with Chinese characteristics, the 19 th National Congress puts forward the"four comprehensive". Among which"comprehensively promote the rule of law"implemented in university governance means administrating school and education by law. It can promote the healthy and orderly development of colleges and universities. The constitution of the university is the standard of the internal governance of the school, the foundation of the law governing the school, the premise of Democratic management, and the link between the school,the society,the university and the government. At present, there are still problems in the formulation of university statutes in China, such as vague subject matter, general content, and lack of supervision mechanism. Universities should clearly define the relationship between subject matter, formulate scientific articles of association and improve supervision mechanism, so as to promote the perfection and development of university articles of association. We will promote the orderly conduct of school administration in accordance with the law.
