阜阳市第一代农民工养老保障体系构建研究——基于社会分层的视角

Study on Construction of Old-age Security System for the First Generation of Migrant Workers in Fuyang City——From the Perspective of Social Stratification

社会分层是指社会群体因占有的社会资源不同而产生的层化现象。调查结果显示,农民工属于社会分层的底层,而这种分层现象也同样存在于养老保障体系中。我国的养老保险体系包括城镇职工养老保险和城乡居民养老保险。第一代农民工已经接近退休养老的年龄,但由于其流动频繁,无法融入城镇职工养老保险,回乡参保的养老保障层次又较低,因而缺乏有效的养老保障。针对这种问题,以阜阳市的实证分析为例,提出构建以政府为主导的政府—社区—家庭三位一体的农民工养老保障体系,从明确农民工流入城市政府责任、创造返乡养老条件、加强家庭养老保障等方面构建第一代农民工养老保障体系。

Social stratification refers to the phenomenon of the stratification of social groups due to the different social resources they occupy.The result of the survey shows that migrant workers belong to the bottom of social stratification,which also exists in the old-age security system.There are two types of pension insurance for urban workers and urban and rural residents in China.The first generation of migrant workers is approaching the age of retirement pension.However,there are still many migrant workers who can not be integrated into the old-age insurance for urban workers due to its frequent migrations,while the level of old-age insurance for returning home in the countryside is very low,and there is no effective old-age security.With regard to the this problem,and taking Fuyang City as an example,this paper proposes construction of a government-community-family tripartite old-age security system for migrant workers based on the leading role of the government,that is,it should be clarified the responsibility the city government upon the migrant workers,conditions for returning home of the elderly should be created,and the awareness of family old-age security should be strengthened so as to construct the old-age security system for the first generation of migrant workers.
