强协同模式的“多规合一”工作路径初探——以济南市南部山区“多规合一”规划为例

为了克服制度性因素带来的困难,济南南部山区“多规合一”编制过程中的采用强协同的工作模式,主要表现为:总-分-总的规划成果编制路径;多边协调的专项规划组织;总控加渐进沟通式的矛盾处理机制。从目前规划编制的进程来看,这种强协同工作模式能够有效克服部门协调困难,有力推进“多规合一”规划编制工作。

In order to overcome the difficulties brought about by institutional factors, the strong synergistic working mode in the process of "multi-regulation" in the mountainous area of southern Jinan is mainly manifested as: total-pointtotal planning result preparation path;multilateral coordination Special planning organization;total control plus progressive communication type of contradictory processing mechanism. Judging from the current planning process, this strong col aborative work model can effectively overcome the difficulties of departmental coordination and effectively promote the preparation of "multi-regulation" planning.
