平罗县农村宅基地制度改革的做法、成效及经验启示

Practice, Effect and Experience of the Reform of Rural Homestead System in Pingluo County

在我国农村土地制度改革试点工作即将收官之际,下一步农村宅基地管理将如何开展,事关我国广大农民的根本利益。本文通过对宁夏回族自治区平罗县宅基地制度改革的主要做法和取得成效进行了梳理,并针对试点结束后我国农村宅基地管理需要把握的关键点,结合平罗实践提出了一些经验启示:一定的改革基础是改革成功的重要条件;尊重农民意愿、掌握农民实际需求是改革成功的前提;有力的资金供给是保障改革可持续的重要源泉。

When the pilot work of rural land system reform in our country is coming to an end, how to carry out the rural homestead management in the next step will be of vital importance to the fundamental interests of the majority of peasants in our country. This paper combs the main methods and achievements of the homestead system reform in Pingluo County, Ningxia Hui Autonomous region, and aims at the key points of the rural homestead management in China after the end of the pilot project. Combined with the practice of Pingluo,some enlightenment is put forward: a certain foundation of reform is an important condition for the success of reform;Respecting the will of farmers and mastering the actual needs of farmers is the prerequisite for success of the reform, and a strong supply of funds is an important source of sustainable reform.
