基于ISM法的环保类PPP项目风险评级浅析

Brief analysis of risk rating of environmental PPP project based on ISM method

环保类PPP项目已在国内进行探索性的开展,根据多个环保类PPP项目实施经验,探讨环保类PPP项目的特点,梳理并总结政策风险、财政风险、融资风险、运营风险、技术风险、材料风险、工期风险、回报风险、公众风险等9类风险,选取ISM方法并以调查问卷的方式对风险的相关性进行统计分析,得出风险评级结果,指出回报风险、工期风险、运营风险、材料风险为主要风险点,需各方重点关注。

PPP projects of environmental protection have been carried out exploratorily in China. Based on the implementation experience of several projects,the characteristics of environmental protection PPP projects are discussed,and 9 risks of policy,finance,financing,operation,technology,materials,schedule,return and the public are teased out and summarized. The ISM method is selected to conduct statistics analysis on the correlation of risks by means of questionnaire,and the result of risk rating is obtained. It is pointed out that the return risk,time limit risk,operation risk and material risk are the main risk points which need the attention of all parties.
