摘要 高校教师科研业绩考评体系包括以教师为核心的内部系统和以政府、企业、协会、学校等为主体的外部系统。从本质上分析,这一体系的运行主体是科研业绩考评的各利益相关者,其运行动力是资源交换,其运行手段是刺激与管控。在科研业绩考评体系设置过程中,高校应理性引导外在利益相关者对业绩指标的科学取用,并积极探究和实践宽容失败的"过程型考评",同时加强以奖励推进为主要形式的正向动力机制设计。 College teachers’ scientific research achievements evaluation system contains an inner system with teachers as its core and an outer system with government, enterprises, associations and schools as its main parts. In the nature, the running subjects of this evaluation system are the stakeholders of the evaluation, the running power of it is resource exchange and the running tools are stimulating and monitoring.In the process of system setting, colleges should guide the outer stakeholders to use the achievements indicators scientifically, and work hard to explore and practice a process-based evaluation that tolerates failure, and at the same time strengthen the setting of a positive motivation mechanism taking awarding as its main forms.
