论保障我国弱势群体儿童学前教育公平的政府责任

On the Government Responsibility of Guaranteeing the Fairness of Preschool Education for the Weak Group of Children in China

公平是新时期我国社会公共服务领域的关键性目标以及政策话语,弱势群体公平问题是社会热点话题之一,而教育是改变弱势群体儿童现状的关键所在。本文从不同角度入手客观阐述了当下我国弱势群体儿童学前教育不公平的关键原因与政府责任,提出了行之有效的应对措施,顺利落实政府责任的同时保证弱势群体儿童学前教育更加公平、规范、有效,促使弱势群体儿童健康快乐成长。

Fairness is the key goal and policy discourse in the field of social public service in the new era in China. The issue of fairness for vulnerable groups is one of the hot topics in society,and education is the key to change the status quo of vulnera- ble groups of children. This paper objectively expounds the key reasons and government responsibilities of the inequity of pre- school education for the children of vulnerable groups in China from different angles,and puts forward effective countermeasures to ensure that the preschool education for the children of vulnerable groups is fairer,more standardized and more effective so as to promote the healthy and happy growth of children in vulnerable groups.
