摘要
从源头防范和应急处理2个方面,通过分析动态和应急2种水质监测状态下的业务、数据和信息流程,提出水质动态/应急监测系统总体框架,研究制定系统层次模型及相应的层次结构和主要内容,满足全面推行河长制河湖管理保护所需的水环境动态监测及突发性水污染事件所需的应急监测、信息传输、分析预报和协调指挥功能。
From two aspects of source prevention and emergency treatment, this paper puts forward overall framework of the system by analyzing the operation flow, data flow and information flow under dynamic monitoring and emergency monitoring conditions. Based on the overall framework, the hierarchical model of the system and its corresponding hierarchical structure and main contents are proposed. Therefore, the system can meet the needs of dynamic monitoring of water environment and emergency monitoring, information transmission, water pollution forecast and coordinated commanding of sudden water pollution.
