古镇保护和发展规划思路分析——以长乐梅花古镇为例

The analysis in idea of protection and developmental program for ancient towns——Take Changle Meihua Ancient Town as an example

古镇是历史文化遗产的组成部分,它既是历史风貌的现实体现,也是历史文化的记忆沉淀,但在快速发展的区域态势下,古镇的特色与魅力渐以退化,甚至消失,这是中华民族传统文化的悲痛。基此,结合福建省福州市梅花镇总体规划的实践,梳理了梅花古镇的现状与发展条件,分析了当前古镇发展的价值、特色及存在的问题,提出了着眼于发展的保护思路和基于保护的发展规划策略,最终通过完善规划体系、健全管理体制机制、加强人才建设、建立区域协作等措施探索实现古镇保护与发展平衡的古镇经济与社会和谐发展的规划思路。

The ancient town is component of historic cultural heritages. It is the realistic reflection of historical features, as well as the memorial precipitation of historical culture. Under the regional situation of rapid development, however, the features and charm of the ancient town have slightly degraded, even disappeared, which results in the grief of Chinese national and traditional culture. Based on this, combining the practice of overall program in Meihua Ancient Town, Fuzhou, Fuzhou, it clarifies the current situation and developmental condition of Meihua Ancient Town, analyses the values, features and problems insisted of ancient development at present, and claims the protection idea focusing on development and development program strategy based on the protection. It finally achieves the goal of harmonious development on the combination of ancient town protection and economic by the way of completing program and management systems, strengthening the talent development, and building up the regional coordination.
