In order to prevent and minimize damage caused by air strike, shelter urban residents and materials, reduce casualty of personnel and material losses and save war-making potentials in the war time, so the quality of civil air defense projects is crucial. This paper through the quality management of the civil air defense project's construction process and the supervision of the main quality control points to control the quality of the civil air defense projects within the scope of national regulations, specific atlas and mandatory standards, which can ensure the quality of the civil air defense project to meet eligible requirements. In the face of air strike and other hazards, it can provide a safe and reliable shelter for residents. Therefore, this article explores the main quality control points of civil air defense projects and lists the common shortcomings of previous cases for warning.
