“一带一路”背景下“红色通缉令”侦查协作机制之思考

Reflections on the Red Notice Mechanism Under the Background of One Belt and One Road Initiative

一带一路"倡议实施以来,我国与"一带一路"沿线国家国际侦查协作不断加强。"红色通缉令"(简称"红通")作为国际侦查协作重要机制,具有政治关联性、程序涉外性以及技能专业性的特点。在我国国际警务协作不断发展、"红通"平台扩大,国际侦查协作需求扩大的背景下,"红通"侦查协作机制还存在着相关法律不完善、广度深度不够以及协作配合不到位等问题。针对这些问题,我国应当加快完善立法、健全"红通"侦查协作机制、加强国际警务执法人员培养,以推动国际侦查协作的发展,为"一带一路"建设保驾护航。

Since the implementation of One Belt and One Road initiative,the international corporation of investigation has been enhanced between China and countries surrounding One Belt and One Road.As an important mechanism of international corporation of investigation,Red Notice has the characteristic of political-oriented,procedural foreign-related and specialty in skills.Currently,our country’s international corporation of investigation is developing,the platform of Red Notice is enlarging and the need for international corporation of investigation is increasing.Whereas problems such as short in related law,narrow in depth and width of corporation as well as lack of assistance and corporation still exists in the Red Notice mechanism.Towards these problems,we should enforce the law better,improve the Red Notice mechanism and enhance the training for staffs,so as to push the development of international corporation of investigation forward and make sure the instruction of One Belt and One Road goes under a safe environment.
