公共社会保障是一个复合型名词,它是由公共和社会保障两个名词组成,它意味着社会保障的公共性价值取向。从政府的公共性角度去探讨社会保障问题是符合新时代中国特色社会主义的理论导向,马克思政府公共性思想下的社会保障研究给我们当代社会在解决此类问题提供了借鉴,在他的思想中无不体现对公共社会保障问题的关注。与西方的资本主义、自由主义、社群主义相比,新时代中国特色社会主义建构下的公共性社会保障研究,代表的是中国最基本、最底层的广大人民群众的切身利益。政府加强对公共社会保障体系的构建是实现新时代中国特色社会主义伟大征程的重要步骤。

Public social security is a compound term and composed of public and social security, which means the public value orientation of social security. Based on the government publicity the paper discussed the social security is the theoretical direction in line with socialism with Chinese characteristics in the new era. The study of social security under Marx’s thought of the government publicity provides us with reference for solving such problems in contemporary society. In his thoughts, all reflect the concern about the public social security. Compared with the western capitalism, liberalism and communitarianism, the study represents the vital interests of the most basic and lowest masses of the people in China. Strengthening the construction of the public social security system by the government is an important step to realize the great journey of socialism with Chinese characteristics in the new era.
