西部农村独居老人生存环境改进研究——以重庆市为例

On the Improvement of the Living Environment of the Elderly Living Alone in the Western Rural Areas ——Take Chongqing as an Example

由于户籍制度改革,人口流动加快,西部农村青壮年大规模外出流入到江浙沿海地区,留下行动不便、留恋故土的老人,这些老人往往物质匮乏,精神孤独,生存现状不容乐观。为此,需要大力弘扬敬老爱老的传统美德,完善道路等基础设施,加强农村基本公共服务均等化建设,着重加强农村老人的社会保障全覆盖,逐步提高基本养老金待遇水平,优化基本医疗保障体制,提高医疗报销比例,大力发展老龄产业,动员社会力量给予多方面的关爱,使之度过幸福的晚年。

Owing to the acceleration of population flow in the reform of household registration system, young and middle-aged people in western rural areas have flowed into the coastal areas of Jiangsu and Zhejiang on a large scale, leaving behind the aged who are inconvenient in movement and have nostalgia for homeland. These elderly people are often faced with material shortage, spiritual loneliness, hence an unpromising living situation. To this end, the government needs to vigorously promote the traditional virtues of respecting and loving the elderly, improve such infrastructure as roads, strengthen the equalization of basic public services in rural areas, focus on strengthening the full coverage of social security for the elderly in rural areas, gradually improve the level of basic pension treatment, optimize the basic medical security system, increase the proportion of medical reimbursement, energetically develop the aging industry, and mobilize social forces to offer love and care, so that they can have a happy old age.
