摘要
为不断建设和完善煤矿突发事故应急救援体系和救援能力评价方法,规范救援流程,本文对常见的应急救援事故进行了分类,并分析了现有救援体系存在的问题,根据煤矿的典型救援流程,列出了包括突发事故监测能力、应急预案准备能力、应急救援响应能力和事故事后恢复能力等可反映救援体系的实际救援能力的各项评价指标,同时对基于网络层次分析法和最小判别法的救援体系救援能力计算方法进行了详细研究。
In order to continuously build and improve the emergency rescue system and rescue capability evaluation method for coal mine accidents and standardize the rescue process, the common emergency rescue accidents and the existing problems of the rescue system were analyzed. The rescue process listed various evaluation indicators including emergency monitoring capability, emergency plan preparation ability, emergency rescue response capability and post-story recovery ability, could reflect the actual rescue capability of the rescue system, and the calculation method of the rescue system based on network analytic hierarchy process and minimum discriminant method was studied.
