基于模糊综合评价法的易地扶贫搬迁绩效评价及政策建议——以修水县“进城入园”扶贫搬迁工程为例

对易地扶贫搬迁的绩效进行科学评价,有利于发挥绩效评价工具的导向、规范和激励作用,促进扶贫事业的可持续发展。本文在梳理已有移民绩效评价研究成果及调研移民办工作人员和移民户的基础上,构建包括经济基础、政策保障和社会融入3个一级指标和15个二级指标的扶贫搬迁绩效评价体系,并以修水县“进城入园”移民扶贫为例,运用层次分析法和模糊综合评价法进行评价分析,并提出相关建议。

Evaluating the performance of poverty alleviation relocation is conducive to giving full play to the guiding,normative and incentive role of performance evaluation tools and promoting the sustainable development of poverty alleviation.On the basis of combing the existing research results of migration performance evaluation and investigating the staff of immigration office and migrant households,this paper establishes a performance evaluation system of poverty alleviation and relocation,which includes three first-level indicators of economic foundation,policy guarantee and social integration,and 15 second-level indicators.The paper takes the poverty alleviation and relocation project of “Immigrants to Cities and Industrial Areas” in Xiushui County as an example,uses the analytic hierarchy process(AHP)and the fuzzy comprehensive evaluation method to evaluate and analyze,and puts forward the policy suggestions.
