基于三角模糊多属性决策的配电网投资效益评价

Investment Benefit Evaluation of the Distribution Network Based on Triangular Fuzzy Multiple Attribute Decision Making

为了解决配电网投资建设中广泛存在的投资决策问题,提出了一种新的配电网投资效益综合评价方法。该方法以配电网投资效益为核心评价目标,构建了目标层、准则层、指标层3层指标体系。在权重计算中,提出了三角模糊多属性决策方法,推导并简化了三角模糊判断矩阵的一致性校验方法与权重求解算法,提出采用EFC-OWG算子进行模糊信息的集成。结合模糊层次分析法建立了综合评价模型。算例表明:所提方法可以有效地对配电网的投资效益进行评价,评价结果可为配电网的规划、投资决策提供参考。

In order to address existing problems in the investment decision making for the construction of distribution networks,a new comprehensive evaluation method is proposed in this paper.The index system,which takes the distribution network investment benefit as the core evaluation target,composes of three layers:the target layer,the criterion layer and the index layer.A decision making method of triangular fuzzy multiple attribute is put forward for the weight calculation.The index to evaluate the consistence of judgment matrix and the algorithm of weight solution is deduced and then simplified;and the EFC-OWG operator of fuzzy information integration is also improved.Combined with fuzzy analytic hierarchy process(AHP),a comprehensive evaluation model is built.The case study shows that the proposed method can effectively evaluate the investment performance of distribution network and the evaluation results can provide reference for the planning and investment decision of distribution networks.
