善治视阈下城市社区复合治理机制的构建——基于网格化管理与居民自治的融合

Construction of Compound Governance Mechanism in Urban Communities from the Perspective of Good Governance——Integration of Grid Management and Residents Autonomy

网格化管理作为一种新型社区治理模式在全国迅速推行,这种社区治理模式在运行中过于突出政府的主导作用,对社会力量参与社区建设重视不够,政府大包大揽社区建设与管理的相关事务,制约了社区的自我管理和自治功能,构成城市社区走向善治的障碍。实践中完全意义上的社区“去行政化”很难实现,应通过合理范围内国家行政权的行使、社区居民自治的有效展开以及二者的相互融合来实现社区治理走向善治。

As a new model of community governance,grid management has been rapidly implemented in China,this kind of community governance model emphasizes the leading role of the government too much in its operation,and pays little attention to the participation of social forces in community construction.The government covers all the related affairs of community construction and management,which restricts the self-management and self-government functions of the community,and becomes an obstacle to the good governance in urban communities.In practice,it is very difficult to realize the“de-administration”of community in a complete sense.It is necessary to achieve the good governance of community through exercising the state administrative power within a reasonable range,developing autonomy of community residents effectively and integrating both.
