国家实验室是实验室序列中等级最高的,体现国家战略。针对我国国家实验室运行管理方面的不足,作为唯一试点的国家实验室,青岛海洋科学与技术国家实验室探索了适合国情的管理模式,形成了具有特色的创新机制,实施"大平台、小法人"特色运行模式和"去行政化"管理模式,创新人员管理模式,建立"一总多分"科技成果转移转化全链条,探索推出海洋数据共享机制。这些创新机制取得了显著效果,青岛在海洋科研经费投入、创新产出、创新应用等各方面均高居全国首位。青岛海洋科学与技术国家实验室在运行模式、人员管理模式、科技成果转化和开放共享等方面的改革创新可对其他正在筹建的国家实验室提供参考。
