摘要
学校体育场地设施对外开放,是解决当前社区居民锻炼场地设施匮乏的有效途径,但开放过程中涉及到安全风险问题阻碍了学校体育场地设施对社会开放。运用风险分解方法对学校体育场地设施对外开放过程的风险进行分解,并对开放风险进行有效识别,在风险识别基础上运用层次分析法从场地设施、人员、制度、环境四个维度构建学校体育场馆对外开放风险的评估指标体系。通过两轮专家调查问卷进行评价指标筛选,最终确立了学校体育场地设施开放风险评估指标体系。体系包含了4个一级指标、9个二级指标、27个三级指标。根据各级指标的权重进行风险的有效评估,以期对学校体育场地设施对外开放可能出现的风险有效预防,避免风险的发生,推动学校体育场地设施对外开放的步伐。
The opening up of school sports facilities is an effective way to solve the current shortage of sports facilities for community residents.However,the security risks involved in the opening up process have hindered the opening up of school sports facilities to society.The risk decomposition method is used to decompose the risks of opening up of school sports facilities,and then the risk is effectively identified.Based on the risk identification,an AHP method is used to study school sports facilities from the four dimensions of site facilities,personnel,systems and environment.The opening up risk assessment index system was selected through two rounds of expert questionnaires and finally established for school sports facility opening up.The system includes 4 first-level indicators,9 second-level indicators and 27 third-level indicators.According to the weight of each level of indicators,an effective risk assessment is conducted in order to effectively prevent risks that may occur in the opening up of school sports facilities and promote the opening up of school sports facilities.
