公益性项目用地价格影响因素研究——以安徽省为例

The Factors Influencing the Price of Land for Public Welfare Projects: Taking Anhui Province as an Example

公益性项目用地价格确定是理论研究与土地管理部门共同关注的热点问题。通过对公益性项目用地内涵剖析,明确公益性项目用地类型和特点,在此基础上结合安徽省公益性项目用地交易情况,利用43宗公益性项目用地交易数据对安徽省公益性项目用地价格影响因素进行回归分析。结果表明:城乡居民人均可支配收入、区域人口密度、征地补偿标准、周边工业用地价格、距市中心距离和基础设施保证率是影响公益性项目用地价格的主要因素。同时,提出合理确定公益性项目用地价格、强化公益性项目用地管理的政策建议。

The determination of the price of land for public welfare projects is a hot issue of theoretical research and land management departments.Based on the analysis of the connotation of the clear definition of types and characteristics of land for public welfare projects,in combination with the conditions of land transaction for public welfare projects in Anhui Province,the authors established a multiple regression model to explore the influencing factors with the data of 43 land for public welfare projects.The paper concludes that 7 factors have influence on the price of land for welfare projects:per capita disposable annual income of urban households,density of population,the compensation of land requisition,the price of land for industry in surrounding,distance from the center of city,and the completion of infrastructure.At the same time,the paper puts forward some policy suggestions for determining the price of land for public welfare projects reasonably and strengthening the management of land for public welfare projects.
