Research on the Policy of Medical Insurance Payment Methods in China from the Perspective of Stakeholders

基本医疗保险支付方式改革是新医改的核心内容。改革政策的制定、推行涉及各利益相关主体,必然会导致利益再分配,进而影响改革进程与走向。对“新医改”以来我国基本医疗保险支付方式改革政策及相关研究文献进行梳理,理清改革路径。将利益相关者理论引入医保支付方式改革领域进行政策研究,了解其对相关利益主体的影响,揭示政策效果的因果机制,并从改革中“三医联动”体系建设角度出发为改革下一步提供科学、合理的参考。

The reform of basic medical insurance payment methods is the core content of China’s new medical system reform.The formulation and implementation of reform policies involve various stakeholders,which will inevitably lead to the redistribution of interests,and then affect the direction and process of reform.The paper analyzes the reform policies and related literature on China’s basic medical insurance payment methods since the“new medical reform”,and further clarifies the reform path.Stakeholder theory is introduced into the field of reform to conduct policy research,understand the impact of reform on relevant stakeholders,reveal the causal mechanism of policy effects,and provide scientific and rational reference for the next step of reform policies from the perspective of“three medical linkages”system construction.
