撤县设区改革影响撤并县域人口城镇化的机制研究——基于中心-外围城区资源配置视角

Research into Effect Mechanism of County to City Reform on Local Urbanization——Analysis Based on the Viewpoint of Central vs. Peripheral Districts

撤县设区改革是否实现了推动撤并县域内人口城镇化餉预期目标?本文研究发现撤县设区改革促进了撤并县域内来自本省其他县/市区内的人口迁入,产生人口城镇化效应。然而人口城镇化效应主要源自于商业服务业等第三产业鸽迅速发展,第二产业反而未见显著增长。基于中心-外围城区间的资源配置视角,阐述了撤县设区改革影响撤并县域产业发展的路径机制,并分别采用宏观层面的地市级、区县级经济数据和微观层面的工业企业数据库进行了实证检验。研究表明,地级市基于空间扩张的目的推动撤县设区改革,改革发生后撤并县域由相对独立的县域经济体融入城市经济,原本锁定于县域经济体内的经济要素和产业发展资源在市场机制和政府机制的共同作用下流入中心城区,作为外围城区的撤并县域,辖区内的工业企业生产效率相比于其他县域企业出现了下降趋势。

Does county to district reform achieve its previous goal of accelerating industrialization and urbanization process? This article used DID method to examine the average treatment effect of this reform on local people and industry based on various kinds of data resources. The main findings are as following: county to district reform stimulated people immigration and change people age structure in the long term in original county area. However, this change mainly came from the development of the third industry, rather than the second industry. This article used the viewpoint of central vs. peripheral urban area and put forwarded the mechanism of this reform on the development of industries. According to both macro level data and micro enter? prise data, this article concluded that perpetual level city government implemented this reform with the purpose of expanding urban space. Hence, once this reform implemented, the original county area transformed from independent country economy to the part of perpetual level city economy and under the mechanism of market and government, the key resources for second in? dustry move into central urban area. As a result, the productivity of enterprises in this peripheral urban area show a tendency of decrease.
