新标准化法视野下的红木家具联盟标准案例分析

Case study of Redwood Furniture Alliance Standards from the Perspective of the Standardization Law

新《标准化法》颁布之前,团体标准多数以“联盟标准”或“协会标准”出现,新法颁发后第18条确定了团体标准法律地位,团体标准主要是协调相关市场主体共同制定并满足市场和创新需要的,一般是遵循市场规律制定的推荐性标准。本文以红木家具联盟标准作为案例,从简政放权、创新驱动和满足市场多样化需要等3个方面分析赋予团体标准法律地位的原因。

Prior to the revision of the Standardization law, most of the group standards are “alliance standards'' or “association standards”. Article 18 of the revised Standardization Law determines the legal status of group standards. The group standards are developed mainly through the coordination of relevant market entities to meet the market and innovation demands. They are recommended standards that are developed in accordance with market rules. This paper takes the redwood furniture alliance standards as a case, and analyzes the reasons for granting the legal status of group standards from the three aspects including streamlining administration and delegating power, innovation and meeting diversified market needs.
