三方博弈分析:军民融合视角下的军队科研承担社会保障任务

A Tripartite Game Analysis: Military Scientific Research Undertaking Social Security Tasks from the Perspective of Military-Civilian Integration

科技军民融合是军民融合深度发展的重要推手,作为科技军民融合的源头活水,科研领域的军民融合也是当下迫切需要解决的重大命题。针对这一命题,基于军民融合视角,从军队科研承担社会保障任务入手,运用演化博弈分析方法,以政府、军队科研单位和地方科研院所为主体系统,寻找出能使整个系统处于均衡状态的稳定策略,从最终结论中得出对军队科研承担社会保障任务的政策建议。

Military-civilian integration of science and technology is an important push for the deep development of military-civilian integration. As the source of military-civilian integration in science and technology, militarycivilian integration in scientific research is also an important proposition that needs to be solved urgently. In view of this proposition, based on the angle of military-civilian integration, this paper starts with military scientific research undertaking social security task, uses evolutionary game analysis method, takes the government, the military scientific research unit and the local scientific research institute as main body system, finds out the stable strategy which can make the whole system in equilibrium state, and draws the policy suggestion from the final conclusion to assume the task of social security for the military scientific research.
