新时代中国高质量发展的综合评价及其路径选择

Comprehensive Evaluation and Path Choice of China's High-Quality Development in the New Era

党的十九大报告指出,中国已进入"新时代"这个历史新起点。在新时代的大背景下,中国经济发展呈现出由"高速度发展"转向"高质量发展"的基本特征,高质量发展也成为新时代中国特色社会主义建设的根本目标和核心要求。本文通过分析高质量发展的理论内涵和基本价值判断,寻找中国高质量发展的基本构成,认为高质量发展是基于新发展理念充分实现的发展,高质量发展与新发展理念具有一致性和同步性。因此,从"创新、协调、绿色、协调、共享"五个基本维度切入,构建经济新时代中国高质量发展的评价指标体系,以AHP初步识别与BP神经网络模拟优化的集成方法评价新时代中国高质量发展的状态和特征,寻找并打破阻碍高质量发展全面实现的矛盾和桎梏,提出使中国经济社会的高质量发展呈现繁荣盛况的路径设计和政策指引。

The report of the 19th National Congress of the Communist Party of China pointed out that China has entered a new historical starting point of "new era". Under the background of the new era, China’s economic development has shown the basic characteristics of "high-speed development" to "high-quality development". Quality development has also become the fundamental goal and core requirement of socialism construction with Chinese characteristics in the new era. By analyzing the theoretical connotation and basic value judgment of high-quality development, this paper seeks the basic composition of China’s high-quality development, and believes that high-quality development is based on the development of five development concepts, and the high-quality development is consistent and synchronic with the five development concepts. Therefore, from the five basic dimensions of"innovation, coordination, green, coordination and sharing", we will construct an evaluation index system for China’s high-quality development in the new era of economics, and evaluate the new era China with the integrated method of AHP preliminary identification and BP neural network simulation optimization. The state and characteristics of high-quality development, find and break the contradictions and flaws that impede the full realization of high-quality development, and propose the path design and policy guidelines that make the high-quality development of China’s economy and society prosper.
