基础设施PPP工程项目实施风险实证研究——以池州市海绵城市建设清溪河流域水环境综合治理PPP项目为例

Empirical Research on Implementation Risk of Infrastructure PPP(Public-Private-Partnership) Project——Taking the PPP Project of Water Environment Comprehensive Management in Qingxi River Basin in the Sponge City of Chizhou as an Example

以AHP研究方法为基础,以池州市海绵城市建设清溪河流域水环境综合治理PPP项目为案例,对PPP项目具体实施时的风险进行分析.通过项目初期开展情况调查及相关文献资料考证,提出20个PPP项目实施的风险因素,并通过专家咨询对风险因素进行量化考评,计算出整个项目的风险总值,最后对整个项目实施风险进行评价.

Based on the research method of AHP, taking the PPP project of water environment comprehensive management in Qingxi River Basin in sponge city of Chizhou as an example, the implementation risk of PPP project is analyzed. Through the investigation in the initial stage of the project and the textual research of the relevant literature, 20 implementation risk factors of PPP projects are proposed. Through expert consultation, the risk factors are quantitatively evaluated and the total risk value of the whole project is calculated. Finally, the implementation risk of whole project is evaluated.
