论少数民族语言权的行政法保护机制

On the Administrative Law Protection Mechanism of Minority Languages Rights

少数民族语言是少数民族文化的根本,也是文化的重要承载体。当前,我国少数民族语言保护存在文化多样性理念缺失、法律制度不健全、组织力量薄弱、教育条件不足等问题。因此,需要建构行政法保护机制,具体路径包括完善少数民族语言保护的政策规范、增加少数民族语言保护的资源投入、激发少数民族语言保护的积极性、实现少数民族语言保护的合作治理等四个方面。

Minority languages are the foundation of minority culture and an important carrier of culture. At present,minority language protection has problems such as the lack of cultural diversity, the imperfect legal system, weak organizational strength, and inadequate educational conditions. Therefore, it is necessary to construct an administrative law protection mechanism. The specific paths include: improving the policy norms for minority language protection;increasing the resources input for minority language protection;stimulating the enthusiasm of minority language protection;and achieving cooperative governance of minority language protection.
