Research on a Two-way Drive Mechanism for Intelligent Agricultural Development

运用文献分析和规范分析的方法,得出政策、组织、资金、技术、人才是智慧农业主要驱动因素。在公共治理理论和系统论的基础上构建智慧农业发展驱动模型,剖析其发展驱动的机理,进而提出构建政府和市场的双向驱动机制,即规划引导机制、平台汇集机制、利益分享机制、成果转化机制和协同创新机制。智慧农业发展双向驱动机制就是要建立一种多元主体共同参与的网络机制,资源共享,利益分享,共同推动智慧农业的发展。

By means of literature analysis and normative analysis, it is concluded that policy, organization, capital, technology and talents are the main driving factors of intelligent agriculture.Based on the theory of public governance and system theory, the development driving model of intelligent agriculture is constructed;the mechanism of development driving is analyzed, and the two-way driving mechanism of government and market is constructed, that is, planning guiding mechanism, platform pooling mechanism, benefit sharing mechanism, outcome transformation mechanism and collaborative innovation mechanism.The two-way drive mechanism of intelligent agriculture development is to establish a network mechanism in which multiple subjects participate, resources are shared, benefits are shared and intellectual agriculture is jointly promoted.
