廉能文化:我国廉政建设研究的新视野

Probity and Competence Culture:A New Horizon of Research on China's Construction of Incorrupt Government

反腐倡廉的更高目标,不应止步于遏制贪腐之心,而在于使"廉而有为"成为人们的内心自觉和行为导向,廉能文化建设的意义就在于此。廉能文化是在继承了传统廉洁文化内涵的基础上对其进行的补充和发展。廉能文化包括了精神文化、制度文化和物质文化三个层面的内涵,它在打造高素质干部队伍、加强政府自身建设、净化社会风气和改善发展环境上具有不同的功能作用。建设廉能文化,应当构建廉能文化的精神培育路径,完善廉能文化的制度保障路径,丰富廉能文化的传播推广路径。

The higher goal of anti-corruption should not be confined to curb the urge of corruption,but be aimed at making "probity and efficiency "become people’s inner consciousness and behavior guidance. It just is the significance of this essay to research probity and competence culture. On the basis of inheriting the connotation of traditional probity culture,probity and competence culture gives it further supplement and development. The paper mainly studies the definition,connotation and functions of probity and competence culture,and puts forward a general idea of constructing this culture. Probity and competence culture contains three levels of meaning,respectively spiritual culture,institutional culture and physical culture;It has different functions in establishing the contingent of cadres with high quality,strengthening the government’s self-construction,and purifying the ethos of society;To construct probity and competence culture,we should build its spiritual cultivation path,improve its institutional guarantee path,and enrich its diffusion and promotion path.
