中国遵守WTO农业规则面临的矛盾及应对建议

On Addressing the Issues of Compliance with URAA of WTO in China

中国加入世界贸易组织以来,履行承诺,在推进国内农业支持保护制度改革完善进程中更加注重与WTO农业规则兼容。但是,中国也面临一些WTO成员质疑是否遵守WTO农业规则以及国内农业支持保护政策完善如何兼顾合规性和激励性等突出矛盾。中国遵守WTO农业规则面临的矛盾,主要归因于现有WTO农业规则存在缺陷、新一轮谈判进展缓慢和一些WTO成员对农业支持规则约束单方面理解以及中国适应WTO农业规则制定农业政策尚处于探索阶段等。为了更好地适应WTO农业规则要求,中国农业支持保护政策选择与完善必须兼顾履行WTO相关义务和有助于保护调动农民发展现代农业的积极性,并要加快构建中国农业对外开放新格局,推动新的WTO农业规则谈判。

Since China′s accession to WTO,China has fulfilled its commitment to paying more attention to compatibility with WTO agricultural rules in the process of promoting the reform and improvement of the domestic agricultural support and protection system.However,China faces questions from some WTO members on whether to abide by WTO agricultural rules and how to balance the outstanding contradictions between compliance and incentive in the improvement of domestic agricultural support and protection policies.The contradiction faced with China′s compliance with WTO agricultural rules is mainly due to the defects of the existing WTO agricultural rules,the tardiness of the new round negotiations,the unilateral interpretation of URAA,and the early stage of China′s adaption of the WTO disciplines.In order to better adapt to the requirements of WTO agricultural rules,China should select and perfect China′s agriculture support protection policy which should consider fulfilling WTO relevant olbigatons and should be helpful to protect and motivate the intiative of peasants developing modern agriculture,construct a new pattern of agricultural opening to the outside world and promote the negotiation of new WTO agricultural rules.
