摘要
高校教学同行评议是最有资格评价教师专业教学质量的方式,但其实际推行中却面临诸多阻力。基于新制度主义的理论分析框架,高校教学同行评议的制度化困境主要是由衡量"成本-收益"的理性选择所引发的利益冲突、合法性机制所导致的制度环境制约以及路径依赖所形成的惯习障碍等问题所引起。因此,高校教学同行评议制度应从下列方面有序推进:创建联动机制,协调利益冲突;推动共识形成,培育制度环境;促进制度创新,突破惯习阻碍。
The peer review in college teaching is the most qualified way to evaluate teacher’s professional teaching quality, but it faces many obstacles in its actual implementation. Based on the theoretical analysis framework of new institutionalism, the institutionalization plight of peer review in college teaching is due to the interest conflicts caused by the rational choice of “cost-benefit”, the institutional environment constraints caused by legality mechanism and the habits shaped by path dependence. Therefore, the peer review system in college teaching should be promoted in an orderly way from creating linkage mechanism, coordinating conflicts of interest, promoting consensus formation, fostering institutional environment, promoting institutional innovation and breaking through habitual obstacles.
