西藏基本公共服务均等化的现状及对策研究

Research on the Current Situation and Countermeasures of the Equalization of Basic Public Services in Tibet

随着西藏经济的持续快速发展,人们对基本公共服务的需求进入了一个新的时代。但是,西藏基本公共服务不均等化的状况日益突出,制约着西藏社会的全面、健康、协调发展,论文从界定基本公共服务均等化的内涵入手,剖析了西藏基本公共服务均等化的现状,并从加大基本公共服务供给总量、完善公共财政体制、建立基本公共服务均等化标准和动态监测体系等方面提出了促使西藏基本公共服务均等化发展的对策。

With the sustainable and rapid development of Tibet's economy,people's demand for basic public services has entered a new era.However,the unequal situation of basic public services in Tibet is becoming increasingly prominent,which restricts the comprehensive,healthy and coordinated development of Tibetan society.Starting from defining the connotation of the equalization of basic public services,this paper analyzes the current situation of the equalization of basic public services in Tibet,and from the aspects of increasing the total supply of basic public services,improving the public financial system,establishing the equalization standard of basic public services and the quasi-dynamic monitoring system,some countermeasures are put forward to promote the equalization of basic public services in Tibet.
