The Development-Oriented Social Policy and the Sustainable Livelihoods of Rural Low-Income Families

农村最低生活保障制度的实施解决了农村低保对象的生存性困难,但拘于制度设计的自身缺陷,农村最低生活保障制在促进有劳动能力的低保对象的可持续生计方面的作用却极为有限。因此,需注入发展的思路:注重权利与责任共存;大力投资于人力资本和社会资本;加强农村低保家庭的资产积累,充分发挥资产福利的积极效应;实施积极的就业政策,变社会福利为工作福利,以解决农村低保对象的发展性贫困,促进农村低保家庭的可持续生计。

The implementation of rural subsistence allowances system has solved the subsistence difficulties of low income households.However,due to the defects of the system design,the role of the rural subsistence allowances system in promoting the sustainable livelihood of the low-income people with labor capacity is extremely limited.Therefore,we need to inject development ideas,emphasize the coexistence of rights and responsibilities,increase the investment in human capital and social capital,strengthen the asset accumulation of rural low-income families,give full play to the positive effects of asset welfare,and implement active employment policies,change social welfare into work welfare,so as to solve the developmental poverty of rural low-income households and promote the sustainable livelihood of rural low-income families.
