“幸福村落”建设:乡村振兴视域下治理体系创新的秭归实践

The Construction of "Happy Village" : the Practice of Governance System Innovation in Zigui County under the Perspective of Rural Revitalization Strategy

治理有效是乡村振兴战略的总要求之一。在乡村社会特征已发生变化的现实基础下,现行乡村治理体系已经无法有效应对当下乡村治理困境,因此亟须创新乡村治理体系以期形成有效治理,推动乡村振兴战略目标的实现。基于破解乡村治理困境的需要,湖北省秭归县实施“幸福村落”建设,实现乡村治理体系的创新。在“幸福村落”建设的实践中,共识导向、参与、责任性、透明性与法治五个善治的基本要素得到突出体现,构成“幸福村落”取得显著成效的原因,而五个善治要素得以实现与治理单元下沉、自治形式创新密不可分。“幸福村落”建设的成功经验对其他地区的乡村治理体系创新具有一定参考借鉴意义。

Effective governance is one of the general requirements of the rural revitalization strategy.Based on the reality that the characteristics of rural society have changed,the current rural governance system can no longer effectively cope with the rural governance dilemma.Therefore,it is necessary to innovate the rural governance system in order to form effective governance and promote the realization of the strategic goal of rural revitalization.Based on the need to solve the dilemma of rural governance,Zigui County in Hubei Province implements the construction of"happy villages"to realize the innovation of rural governance system.In the practice of"happy villages"construction,the five basic elements of good governance,including consensus-orientation,participation,accountability,transparency and rule of law,are prominently reflected,which constitute the reason for the remarkable achievements of"happy villages".The realization of the five elements of good governance is inseparable from the sinking of the governance unit and the innovation of the autonomous form.The successful experience of the construction of"happy villages"has certain reference significance for the innovation of rural governance systems in other regions.
