中国提出加入CPTPP的可行性与实施策略分析

Analysis on the feasibility and implementation strategy of China’s proposal to join the CPTPP

2017年美国退出TPP后,日本等11个成员国继续推动CPTPP谈成生效,部分成员国期望中国能适时加入,中国政府对此持开放态度。有智库提议中国应尽早准备加入,有学者也担心加入会给中国带来负面影响。从发展趋势看,加入CPTPP符合中国的长远利益,但当下仍面临着诸多的规则挑战。为更好地服务国家改革开放大局,提出加入时既要处理好与推进RCEP和维护WTO规则的关系,还要与日本等成员国保持密切沟通,并在国内处理好深化改革和扩大开放的关系。加入CPTPP不会是一蹴而就的事情,亟需明确实施策略和路线图,如采取并行推进双边和多边FTA的谈判策略,加快推进RCEP谈判和WTO现代化改革,积极为参与CPTPP谈判腾出空间,争取日本等成员国的理解和支持,加快与美欧日等发达经济体BIT或FTA谈判。

After the withdrawal of the United States from TPP in 2017, 11 member countries such as Japan continued to promote the formation of CPTPP. Some member countries expect China to join in time. The Chinese government is open to this. Some think tanks suggest that China should be ready to join as soon as possible. Some scholars are worried about the negative impact on China. In general, it is in China’s long-term interest to join CPTPP, but there are still many regulatory challenges. In order to better serve the overall situation of China’s reform and opening up, it is proposed that we should not only deal well with the relationship with the promotion of RCEP and the maintenance of WTO rules, maintain close communication with Japan and other member countries, but also handle well the relationship between deepening reform and expanding opening-up at home. Joining the CPTPP will not be a one-step process which urgently needs clear implementation strategies and road maps, for example, adopting parallel strategies to promote bilateral and multilateral FTA negotiations, accelerating RCEP negotiations and WTO modernization reform, actively making room for the participation in CPTPP negotiations, striving for the understanding and support of Japan and other member countries, and accelerating BIT or FTA negotiations with developed economies such as the United States, Europe and Japan.
