供销合作社“双线运行”机制改革问题及对策建议——基于四川省供销合作社试点分析

Reform of the “Two-line Opertion” Mechanism of Supply and Marketing Cooperatives and Suggestions——Based on the Pilot Analysis of Supply and Marketing Cooperatives in Sichuan Province

《中共中央国务院关于深化供销合作社综合改革的决定》(中发〔2015〕11号)首次提出要深化供销合作社综合改革,构建完善合理的双线运行机制。这一文件的出台为供销合作社改革指明了方向,也是推动农业农村现代化发展的重大举措,更是让供销合作社真正发挥党和政府在“三农”工作的抓手,服务农民生产生活的生力军和综合平台的作用。介绍了供销合作社双线运行机制,总结了四川省在全省试点双线运行机制改革所取得成效的基础上,分析了四川省在双线运行机制改革中存在的问题,提出了推进“双线运行”机制改革的对策建议。

Decision of the Central Committee of the Communist Party of China on Deepening the Comprehensive Reform of Supply and Marketing Cooperatives (Zhongfa 〔2015〕 No. 11) proposed for the first time to deepen the comprehensive reform of supply and marketing cooperatives and build a sound and reasonable two-line operation mechanism. The promulgation of this document has pointed out the direction for the reform of the supply and marketing cooperatives,and is also a major measure to promote the modernization of agriculture and rural areas. It is also to let the supply and marketing cooperatives truly play the role of the party and the government in the work of “agriculture,rural areas and farmers” and serve the new forces of farmers’ production and life,the role of the integrated platform. We analyzed the problems of the two-line operation mechanism reform in Sichuan Province on the basis of the two-line operation mechanism of the supply and marketing cooperatives,and analyzed the problems existing in the reform of the two-line operation mechanism in Sichuan Province,and put forward the countermeasures for the operation of the mechanism reform.
