澳大利亚政府开放数据中的个人隐私保护研究

Research on Individual Privacy Protection under Open Data Environment:Australian Practice and Enlightenment

文章从个人隐私保护角度,梳理澳大利亚开放政府数据中个人隐私保护的实践,为我国开放政府数据和个人隐私保护提供参考;利用文献调研和案例分析的研究方法,通过对文献资料和网站内容的调查,从组织、政策、法律三个方面进行分析和概括;提出设立个人隐私保护机构、注重开放数据与个人隐私的政策协同、制定《个人隐私保护法》的建议。

From the perspective of personal privacy protection, this paper combs the practice of personal privacy protection in the process of open government data in Australian, in order to provide a reference for the open government data and personal privacy protection in China. Using the research methods of literature review and case analysis, this paper takes Australia as an example, access to the first materials from literature and analyze and summarize the content from four aspects which content organization, policy, law. This paper puts forward to set up the personal privacy protection institutions, pay attention to the policy coordination between open data and personal privacy, develop the personal privacy protection act.
