我国经济正由高速增长阶段向高质量发展阶段转变,迫切需要深入推进"放管服"改革,优化营商环境、推动创新发展、增强人民群众获得感。优化营商环境方面,应努力打造宽松公平的市场准入环境、维护公平竞争和优胜劣汰的市场环境、创造成本低负担轻的企业发展环境;推动创新发展方面,应通过简政放权激发创新发展的潜力、包容审慎监管促进创新发展、优化政府服务调动创新发展的积极性;在增强人民群众获得感方面,应推进利企便民服务、提升公共服务能力、提供公共安全保障。

China's economy is changing from a high-speed growth stage to a high-quality development stage. There is an urgent need to deepen the reform of "Fangguanfu"(the reform to delegate power, streamline administration and optimize government services), optimize the business environment, promote innovation and development, and enhance the people's sense of access. In terms of optimizing business environment, we should make efforts to create a relaxed and fair market access environment, maintain fair competition and the survival of the fittest, create a low-cost and light-burden environment for enterprise development. In terms of promoting innovation and development, we should stimulate the potential of innovation and development through simplified government and decentralization, promote innovation and development through inclusive and prudent supervision, and optimize government services to mobilize the enthusiasm of innovation and development. In terms of enhancing people's sense of access , we should promote business-friendly services, enhance public service capacity and provide public security.
