欠发达农村社会养老服务:存在问题与发展建议

Problems and Approaches on Social Old-age Care Services in Less Developed Rural Areas

我国部分农村社会养老服务的开展减轻了老年人家庭的照顾负担,促进了农村社会的和谐稳定,但欠发达农村的社会养老服务发展水平仍然较低,存在农民对社会养老服务认可度低、帮扶效果不甚理想、缺乏维持可持续发展的条件等问题。这些问题的产生既有所有农村社会养老服务都存在的普适性原因,又有受欠发达农村思想观念落后、经济水平低、服务主体少、持续服务模式缺乏等因素的影响。欠发达农村社会养老服务要持续健康发展,需要改善相关的环境、采取渐进的方式、发挥政府的主导作用、重点突破服务对象、发展特殊老年群体的养老服务和发展互助服务模式等。

The development of social pension services in some rural areas in China has lightened the burden of care for the elderly families and promoted the harmony and stability of rural society. However, the development level of social pension services in underdeveloped rural areas is still low. There are some problems such as low recognition of social pension services by farmers, unsatisfactory effect of assistance and lack of conditions to maintain sustainable development . These problems are caused not only by the universality of all rural social pension services, but also by the backwardness of ideas and concepts in underdeveloped rural areas, the low level of economy, the lack of service subjects and the lack of sustainable service mode. In order to sustain and develop the underdeveloped rural social pension service, we need to improve the relevant environment, adopt a gradual approach, play the leading role of the government, break through the service objects, develop the pension service for special elderly groups and develop the mutual service model.
