城镇化进程中“撤村建居”存在的问题及对策研究——基于浙江省H市B乡镇的案例

Problems and Countermeasures in “Removing Villages and Building Residence Community” in the process of Urbanization——Based on the Case of B Town in H City, Zhejiang Province

在对浙江省H市B乡镇"撤村建居"情况进行调研的基础上,分析B乡镇"撤村建居"的总体情况及其存在问题,并在分析调研资料的基础上,提出进一步推进"撤村建居"的政策建议:推行集体资产股权静态管理,理顺社区管理体制,给予村民平等的市民化待遇,探索集体股份经济合作社的发展方向,完善与落实村级留用地政策等。

On the basis of the investigation and research on the situation of "removing villages and building residence community" in Town B of H City, Zhejiang Province, this paper firstly analyzes the general situation of "removing villages and building residence community" in Town B;secondly, it analyzes the problems existing in the promotion of "removing villages and building residence community" in Town B;finally, it puts forward to improve the "removing villages and building residence community" on the basis of the analysis of the investigation data. Suggestions for further promotion include the implementation of static management of collective equity, straightening out the community management system, giving equal citizenship treatment to villagers, exploring the development direction of collective economic cooperatives, and further improving and implementing the policy of village level reserved land.
