美国高校政治与社会研究联盟(ICPSR)发展经验借鉴——基于1995—2017年年报的深度分析

Development Experiences of Inter-University Consortium for Political and Social Research (ICPSR) of the United States ——A Study Based on the 1995-2017 Annual Reports of ICPSR

科研数据机构库联盟是一种将机构知识库的数据资源进行整合,并在此基础上提供数字化服务的系统,是促进科研数据资源整合、加强学术交流以及提高科研数据管理水平的重要手段。目前,我国科研数据机构库联盟建设正处于起步阶段,需要了解和借鉴国外的先进经验。通过对美国高校政治与社会研究联盟(ICPSR)二十多年(1995—2017)的年报内容进行分析,从其数据收藏与管理、教育培训活动、战略计划、组织架构以及经费支持五个方面进行归纳,分析其发展历程,并对我国高校科研数据管理工作提出注重交流与合作、定期制定发展规划、制定规范的数据管理流程和明确的数据管理制度以及注重提供多种形式的数据服务四方面的建议。

Institutional Research Data Repository Consortium integrates the data source of institutional repository and provides digitization service, it is an important method to promote the integration of the research date source, strengthen the academic communication and provide research data management. At present, the construction of Institutional Research Data Repository Consortium is in the beginning stage in our country, we need to acknowledge and reference other countries advanced experience. This article analyzes the past more than 20 years annual reports of ICPSR (from 1995 to 2017), and concludes contents from five aspects which are data collection and management, education activities, strategy plans, organization structure and financial support to analyze its development history. To address these issues, universities in China should pay attention to communication and cooperation, make development plans in time, formulate normative data management process and clear data management policies, and provide various data service.
