“保险+期货”模式农户参与意愿研究——以黑龙江地区为例

On Farmer’s Participating Willingness in “Insurance & Futures” Project

自2015年起,中央一号文件均强调推进农产品期货、期权市场建设,积极引导涉农企业利用期货、期权管理市场风险,稳步扩大“保险+期货”试点。但是,在开展的过程中,这一模式仍然遇到了许多问题,如农户知识水平落后、参与意愿不强烈等。基于这一现状,本文结合2018年在黑龙江省海伦市海伦农场、北安市赵光农场和佳木斯市桦川县、桦南县的调研数据,运用有序Logistic模型研究农户参与意愿的影响因素。模型结果显示,对“保险+期货”、农业保险以及订单农业的了解程度和认可度越高的农户更倾向于参与“保险+期货”模式。农户的风险偏好、风险感知水平、政府补贴等因素也影响着农户的选择。“保险+期货”的未来应提升“保险+期货”试点模式的覆盖面和灵活性,加强对“保险+期货”模式的实质性宣传引导,扎实推进农业风险管理教育与基础教育机制。

Since 2015, the Central Government’s first document has emphasized promoting the construction of futures and options markets for agricultural products. The government guides agricultural-related enterprises to use futures, options to manage market risks, and steadily expands the pilot project of“insurance & futures”. However, in the process of implementation, the project encountered problems such as farmers’low level knowledge and weak willingness to participate in and so on. Based on the situation, this paper studies the influential factors of farmers' willingness to participate in according to the data of farmers' information in the pilot areas of Heilongjiang. The ordered logistic model is employed in the research. The results show that farmers with higher level of understanding and recognition of“insurance & futures”project, agricultural insurance and contract farming are more willing to participate in the project. Moreover, farmers' risk preference, risk perception level, government subsidy and other factors also affect farmers' choice. Finally, this paper puts forward the following suggestions for the development of“insurance & futures”project: to improve the coverage and flexibility of the“insurance & futures”pilot, to strengthen the substantive publicity and guidance of the project, and to promote the mechanism of agricultural risk management education and basic education mechanism.
