中俄东部老工业区复兴联动发展研究

The Research of Revitalization and Co-dependent Development of old Industrial Zones in Eastern Regions in China and Russia

我国早在2003年就开始了实施东北地区等老工业基地振兴国家战略,俄联邦政府则是在2013年开始制定综合规划支持资源型老工业地区单一产业城市改造,并且在2015年开始的远东地区超前社会经济发展区支持政策中,为单一化产业城市老工业区提供了同等的优惠政策,以便实现老工业地区经济跨越式超前发展。中俄东部地区老工业区现代化发展相互间具有相似性、可比性和互补性,彼此的振兴发展过程需要强强联合建立共同体协同发展。应该完善两国东部区域经济发展战略,加大技术前沿的合作促进中俄两国区域共同发展,需要将我国东北老工业地区经济振兴发展战略与俄罗斯远东地区跨越式发展战略相对接,实现联动发展共同繁荣。

China has implemented the strategy of revitalization of old industrial bases in North-Eastern regions in 2003.Russian Federation,on the other hand,has started investing into restructuring of the single industry cities in old industrial regions in 2013.In 2015,Russia also provided prestigious policies for single industry cities in old industrial regions in the framework of supportive measures to facilitate the advanced socio-economic development zones in Far Eastern regions,in order to realize faster economic development in old industrial regions.This study is based on the premise that the development and modernization of old industrial zones in Eastern China and Russia have many commonalities,are highly comparable and complementary,and the process of the development of each region should be strongly connected and built at the same time.This study also suggests ways to improve the economic development strategies of the Eastern regions of both countries,increasing the cooperation in areas of high technology in order to stimulate the regional development of China and Russia.Finally,the study will look at how to make connections between the strategy of economic development and revitalization of old industrial bases in China and leap-forward development model in Russian Far Eastern region,thus reaching co-dependent development and revitalization.
