The Pro-Independence Movement on Hong Kong’s Campus:Its Evolution,Causes and implications

近几年,“港独式”激进运动在香港校园频发。本文从历史发展、政治价值观、社会经济等内在根源性因素,以及国民教育、香港政治势力和校方管治等外部推动性因素两个维度来探寻“校园港独”成因。面对“校园港独”思潮的蔓延,建议从思想层面、法律层面、社会政策层面和校园治理层面多管齐下综合治理。首先,重塑香港青年的政治价值观,凝聚其国民身份认同。其次,强化香港青少年的宪法与基本法教育。再次,树立“青年优先”的政策取向,塑造融入国家发展的“香港新青年”。最后,提升高校管治能力,理性解决“校园港独”。

In recent years, the radical pro-independence movement has been frequently happened on Hong Kong’s campus. This paper explores the roots of this phenomenon from two dimensions: internal causes such as its evolution, political values, social and economic development, and external driving factors such as national education, the influence of local political forces and school governance. In the face of the spread of the pro-independence movement on campus, it is suggested to take an integrated approach combining ideological work, legislation, social policy and campus governance. First of all, it is important to reshape the political values of Hong Kong youth and strengthen their consciousness of national identity. Secondly, it is necessary to strengthen the constitutional and basic law education among Hong Kong youth. Third, it is urgent to give priority to youth affairs in policy making, and foster a generation of“new youths”that fits into the country’s development. Finally, it is important to enhance the governance capability of colleges and universities and rationally solve the pro-independence issue.
