This paper introduces the issue of Syrian refugees in Jordan. Jordan’s refugee policy has gone through three stages. From its initial openness to restrictions and de facto close-door policy, and to the nowadays frequent use of refugees in search of international aids, Jordan is actively integrating refugee assistance with national development and needs. For Jordan, the issue of Syrian refugees is both a challenge and opportunity.
