摘要
学生学业负担过重既是社会问题,也是认识问题,反映了新时代学业的成长功能与筛选功能间的冲突。科学解决这一问题,必须尊重青少年身心发育规律和教育规律,分学段制订青少年成长标准,并据此完善学校标准、学业标准和课程标准,安排教育活动。学生成长是一个随着年龄增长而由低竞争性逐步走向高竞争性的过程,学业考核要有助于促进德智体美劳全面发展。需要界定各级教育的功能定位,初等教育重视合作参与集体,中等教育尊重个性有所竞争;需要科学设计升学制度,推动义务教育均衡发展,实现就近入学,中考重在全面检验义务教育成果,高考实施分类入学;还要加强对规律的宣传,规范课外辅导,打好政策组合拳。
The excessive learning burden of students is both a social issue and a cognitive problem, reflecting the conflict between the growth function and the screening function of the new era education. To solve this problem scientifically, we must respect the laws of the mind and body development of young people and formulate standards for adolescent growth in different sections, improve standars of school , learning and curriculum, and arrange educational activities. The growth of students is a process from low competition to high competition with age. Learning assessment will help to promote the all-round development of moral, intellectual, physical , artistic and labor development. It is necessary to define the functional orientation of education at all levels. Primary education attaches importance to cooperation and participation in the collective. Secondary education respects individuality and competition. It is necessary to scientifically design the system of examination and enrollment to promote the balanced development of compulsory education and tighten the basis of near enrollment. The senior high school entrance examination focuses on testing the results of compulsory education comprehensively . The university entrance examination implements classified admission. We must further strengthen the propaganda of the law and perfecting rules of tutoring , combining all policies together.
