大学章程在高校治理中具有规范性与纲领性作用,是一种制度文化文本。大学内部治理是高校内部权责的配置与制度安排。在治理过程之中,大学章程对内部治理中涉及到的要素具有规范引导,配置划分,明晰确认等功能。大学内部治理遵循的逻辑是效率优先,依法治校,整体设计,民主参与,这要求大学章程具备有用性、合规性、整合性、兼容性。

University regulations are institutional cultural texts which have a normative and programmatic role in the governance of colleges and universities. University internal governance is the allocation and institutional arrangement of internal powers and responsibilities in colleges and universities. In the process of governance, the university regulations have the functions of standard guidance, configuration division, and clear confirmation for the elements involved in internal governance. The logic behind the internal governance of the university is efficiency first, rule by law, overall design, and democratic participation. This requires the university charter to be useful, compliant, integrated, and compatible.
