The Basic Experience and Apocalypse of CPC's Consultative Democracy Construction in Yan'an Period

延安时期,中国共产党通过《九一决定》保证党在政治、军事、社会等领域领导地位的同时,又与其领导下的边区政府开展了协商民主的积极尝试:通过对民众政治权利、人身权利、宗教权利、教育权利等基本权利的保护,建立了协商民主推行自主与平等的前提;通过边区议会民主制、边区选举制度、"三三制"民主政权的探索,宣传了协商民主的精神并建构了协商民主的实践框架;通过组织村民会议、制定村民规约、建立村民评议和监督机制,将协商民主的经验推广到基层。延安时期中国共产党协商民主建设的基本经验,对我们今天社会主义协商民主的巩固和完善有着深刻的历史启示。

During the Yan’ an period, the Sept 1 st Decision guaranteed the CPC’ s leading position in the political, military and society. CPC also made attempts on the negotiate democracy with the border government which was under its leadership. Through the protection of the basic rights including civil political rights, personal rights, religious rights and educational rights, CPC had created the premise of autonomy and equality proposed by consultative democracy, promoted the spirit of consultative democracy and constructed the practical framework of consultative democracy through the exploration of parliamentary democracy, election system and "3-3 system" democratic regime in the border area;by organizing villagers’ meetings, formulating villagers’ code of conduct,establishing villagers’ appraising and supervising mechanisms, CPC had brought the experience of consultative democracy to the grass-roots level. The basic experience of the CPC’ s consultative democracy construction in Yan’an period is of profound historical enlightenment for the consolidation and perfection of our socialist consultative democracy today.
