The Review and Reflection of Private Preschool Education Policies in China over the Past 40 Years of Reform and Opening-up

学前教育是我国教育事业的重要组成部分。改革开放40年来,民办学前教育发展迅速,不仅民办幼儿园数量逐年增长,而且办学质量也不断提高.为满足人民群众学前教育需求作出了贡献。民办学前教育政策经历了恢复调整、稳步提高、强化立法与繁荣发展四个阶段。民办学前教育政策的数量由少至多,内容由最初民办学前教育办学思路的提出,扩展到学前教育办学体制改革、财政投入、师资队伍建设等诸多方面。在国家的重视和大力扶持下,我国民办学前教育政策内容日益发展,趋于完善,在办学体制、管理指导、农村教育、师资队伍建设和法治化进程方面日益加强,有效地规范了民办学前教育的办学行为,促进了民办学前教育的科学、繁荣发展。

Preschool education is an important part of the cause of education in China, while private preschool education captures a significant portion in this field. Over the past 40 years of reform and opening-up, private preschool education has made great progress in China. Not only has the number of private kindergartens increased year by year, but the quality of running schools has also been continuously improved, contributing a lot to meet the demands of people for preschool education. Since the reform and opening-up, the development of private preschool education policies has experienced four stages: recovery and adjustment, steady improvement, legislation enhancement and prosperous development. The number of private preschool education policies has increased, and the content of these policies has expanded from the original idea of private preschool education to the reform of preschool education system, financial input, teacher team building and many other aspects. With the attention and strong support of the state, the contents of the private preschool education policy are developing and tending to be perfect. Aspects of school-running system, management guidance, rural education, teaching staff and legalization process have all improved a lot. The school-running behavior of the private preschool education has been effectively standardized. All these promote the scientific and prosperous development of private preschool education in China.
