铁路“走出去”产品检验检测及实验室互认机制研究

Study on Mutual Recognition Mechanism of Inspection and Test of “Going Global” Railway Products and Laboratories

检验检测是国际通行的质量管理手段和贸易便利化工具之一。以欧盟为例,研究分析其铁路设备和产品的相关技术标准,并与我国相应标准进行分析对比。研究我国铁路"走出去"产品检验检测及实验室互认现状,分析中欧产品检验检测及实验室互认存在的阻碍,提出铁路产品检验检测及实验室国际互认机制、检验检测支撑铁路设备贸易便利化关键要素以及互认评价关键指标。

Inspection and test serve as one of internationally accepted quality management means and trade facilitations.Taking European Union(EU)as an example,the paper researches and analyses relevant technical standards of EU’s railway equipments and products,then makes a comparison with China’s related standards.The paper researches current situation of inspection and test of“going global”railway products and laboratories,analyses existing barriers between China and EU in aspects of mutual recognition of product inspection and test and laboratories,proposes internationally mutual recognition mechanism of inspection and test of railway products and laboratories,key factors of trade facilitation to railway equipments supported by inspection and test,as well as key index of mutual recognition and evaluation.
